okay, if you want to count only Pokémon that were introduced in Ruby and Sapphire, then there are only three options but that's not what I was doing here, I'm counting Pokémon available in the games before obtaining the National Pokédex regardless of whether they were introduced in those games or not so no, it does count for the purpose I'm considering
