You'll have to edit your mii's name to change your name. You can't edit your Nintendo Net ID though. And to make a background all you have to do is take a screenshot or draw a picture and there's an option in the post that will let you set it as a background (I think). You only have a 3DS so I don't if you can make a background on that... Look it up on google if you still can't figure it out.
