Windfall next to the milk bar is a guy in a BIG coat... talk to him. He'll tell you to free Tingle. Free him. The jail is the door closest to Disco Tott. After freeing Tingle go to the back of the jail cell go in the crawl space and do the maze to get the pictograph. From there go talk to the guy with the BIG Coat. He'll sell you it for 80 Rupees.
