Buy arrows from Beedle's Shop Ship. You can find Beedle by looking at his chart. You get the chart after you stop Ganondorf's Endless Night. It will be sent by mail by Beedle himself. Another way to get arrows is by grass, breakable objects, or defeated enemies. Hope this helped!
