it depends on the playthrough. this time for me it was barnacle. sneak into the bombshop via the crawl space behind it. if that was already completed and you saw the cutscene and simply forgotten what was said, speak to King Of Red Lions. He'll make a comment explaining what the password is. hope it helps.
