the fault is with the wiiu community who didnt support/buy the game. the playerbase was 2000 at best with blops2, dlc wouldve fractured the playerbase so much it wouldve broken the game completely. once you own map packs, you can only play with those who own the exact same packs, it would destroy matchmaking. this has been discussed at length on the forums, ask nap if you aren't a member there.
