First you need the Ballad of Gales song. You can get that by going into a storm (with no giant octo) and shooting the guy 3 times with your arrow. Once you get the song, play it and teleport to the square underneath the Forsaken Fortress. You will meet the Queen of faries and get the Fire and Ice arrows! Have Fun!
