You can battle them at a fairly low level(40~45) but I would recommend fighting them at levels 50+. Spoilers coming up... ... ... ... ... Anyway, the main strategy on the fight is to keep your team away from poison and keeping it alive. Victor basically focuses on buffing their team while Victoria takes on the aggression. Your primary focus here will be to defeat Victoria as fast as possible.
