i dont know. i belive it might be Hilda from Zelda a Link Between Worlds, who is the princess of Lourule, so it kind of makes sense that it could be, because its in tetra's cabin on the ship, and Tetra IS princess Zelda. also, a link between worlds might take place before wind waker, so from all that, to the clothing that she's whering, it just all fits together to be Hilda. lol. too many details.
