After you able to phase in to the wall head NE to where the witch's hut and go pass the area, you'll bump into a guy who runs pass you, enter the waterfall listen to the zoras story, head back to town around the NE part near the elder's house, phase unto the wall, get behind the zorz thief, get the Smooth Stone from the merchant, head back to zora's domain, talk to the queen...
