I'd recommend coming back later, once you have more hearts and better equipment. If you're not well-practiced with Flurry Rushes, that's probably your best course of action. If you're there to collect shock arrows to appease Vah Ruta, don't worry about taking him on directly - you can easily find enough of them by sneaking around and collecting spent ones that litter the area.
