@Mr. H: That's only after he becomes Dark Beast Ganon. Prior to that, King Rhoam tells you that Ganon was cunning, going so far as to turn the Guardians and the Divine Beasts against them. He's been a would-be king throughout the series. The only difference here is, he wasn't able to fully reincarnate in human form thanks to Zelda.
