If you speak to that "little Zora girl" when you first come to Zora's Domain, she tells you that she's actually nearly matured and is just waiting for the growth spurt that will give her an adult body to kick in - in short, she's a very, very late bloomer. Her dialogue at that point also suggests that while not exactly common, it isn't unheard of for Zoras to go through something like that.
