Nope. If you get near him, he'll release electric particles that will shock you on contact, but he's not actively harmful or malevolent. Instead, you can shoot him (and the other two of his kin, found elsewhere) to receive parts of his scales, claws, teeth, and horn, depending on where you aim. These dragon parts are used to upgrade certain clothes and access secret shrines, among other things.
