To save some time/data I guess. Luigi wasn't meant to be a real character first, more than a "second player Mario" but after Mario 2 (USA) and with the cartoon and since every games started to be more story focused, I guess Nintendo changed it into a real character. Even in Mario World it was no different than Mario iirc.
