I mean Kyurem does have the highest HP of the trio but yeah I see what you mean, Ice/Dragon though probably one of the best defensive combinations you can get out of an Ice-type is still not great defensively so taking those points out of defenses would make sense as well. (not that Game Freak cares, look at Avalugg, and they've been doing defensive Ice-types since Gen 1)
