It's apparently to streamline the process of using Mii's you get, making it faster to access different apps, and you can collect up to 100 Mii's now. As for the sudden Miiverse compatibility... well, you got me. Maybe because of the likely spike in interest with the new games, they decided to add it. Better late than never I suppose.
