It's inside Turtle Rock, which is Lorule's version of the House of Gales in Lake Hylia. The dungeon can be completed at any point in the story, but I'd recommend that you saved it for later, since the enemies can be pretty tough. You can obtain the shield by defeating all of the Wizzrobes in one of the dungeon's main rooms.
