ok u have to have the fire power to work when u have the fire power touch the axe and get hit by bowser at the same time then after ur done with the cutscene u may notice u are big mario get a mashroom and ur small get a nother item block if u got the mushroom get another block its fire get the fire and now ur mini fire mario
