The more you visit the same zone without anyone else visiting, the less tags you get. Therefore it should explain your dilemma. I experience this myself, since I usually visit the one McDonald's near my school during lunchtime. You would have a better chance to get tags if you visit the zones less frequently, or go to new ones farther away.
