Well to give to their credit, Sonic like most franchises of his time period wasnt to focused on plot. Their focus was always more on gameplay. So their stories are often rather basic. As for this scene, it felt like Tails' was going for a joke. But it might have fallen flat. I doubt every joke Sonic Boom makes is actually funny.
