Usually I either come up with characters one at a time or as pairs. Those where I focus on as a pair tend to have personalities and traits that clash, rather than being similar to each other. I find it more fun and engaging like that, pushing each others' buttons or one learning from the others perspective. Brings out their best and worst sides.
