I would say it feels pretty similar to Sonic Rush. Out of all the Sonic games (besides Shattered Crystal), it's definitely the closest to Fire & Ice in gameplay. If you played Shattered Crytsal and liked it, then you'll definitely like Fire & Ice, too. Fire & Ice has fixed a lot of the problems SC had, and has made the game much more enjoyable.
