Monster Horns are dropped by Miniblins, the Wind Waker fodder enemies. I don't recall the other material you need right there, but it's likely from a Stone Blin. Use either the Legend Mode Wind Waker levels or the Great Sea Map and you'll find plenty of WW enemies.
