Well wasn't that his reasoning for having Riki join Shulk's party? If it was, he's pretty clearly lying because it's established that the only reason Riki is a Heropon in the first place (well, until he completes the last Nopon Sage sidequest, anyway) is because the village wanted to get rid of him. I may have to re-watch that cutscene so I remember the context better though
