GHOST may have been a sort of virus with a mind of its own, or there was someone that was controlling it. I know it had a form of mind control/corruption on others and maybe could bring the dead back to life to serve as a brainwashed minion. There could be levels to how severe it is, which allows it to affect people in different ways.
