It's one of the Normal Skills that are hidden in the stages, Dragonsphere. It doesn't cost SP to use, unlike Special Skills. Dragonsphere creates an orb of lightning in front of GV, which lingers for continuous damage. Crashbolt, the othe Normal Skill, unleashes a bolt that strikes straight through GV, hitting anything above and below him. Only hits once, but it's quick and has useful range.
