You need to obtain all Level 1, 2, 3, and 4 weapons (excluding the DLC weapons and the 4+ weapons); collecting all Level 1, 2 and 3 weapons will unlock the 10,000 KO seal, and collecting the Level 4 weapons will unlock the 25,000 KO seal.
