Those are the number of KO's needed to unlock the sealed skills; however, the unlock requirements for these skills require the obtainment of all the weapons in the game (not including the DLC weapons). Obtaining all Level 1, 2, and 3 weapons unlock the 10,000 Seal and collecting all Level 4 weapons unlocks the 25,000 seal
