For the 10,000 skill, you will need to get all the lvl 3 weapons. For the 25,000 skill, you will need to get all lvl 4 weapons. You don't need to get any of the lvl 4+ weapons. Once you start meeting the criteria, those skills will turn red, allowing you to unlock them like any of the other skills.
