This level can be confusing. First of all, that pipe is not one you enter, but rather one you exit. In the first room, there is a hidden door that is activated by a hidden P-switch in the blocks; locate the switch and enter the door. You'll find a Tanooki suit that will help you to fly to the warp pipe in the empty hall room.
