Once you get the lightbulb from Yoshi Sphinx, go to one of the garage things in Surfshine Harbor (the one with a basement), go downstairs into the basement and paperize. There will be a spot where you can stick stickers. Put your lightbulb sticker there, and you wiil get the boat wheel. Make sure you have a hook sticker with you. You're going to need it.
