This is sort of a pokemon, and it's called Missing.no. In pokemon Red, Blue and Yellow, there is a glitch called the Mew glitch which allows you to generate any pokemon in the game, but is most often used to get a low level Mew. The other thing people generally encounter using the Mew glitch is Missing.no, which is a sort of glitch pokemon which can mess up your save file when caught.
