@Serena, thats definitely not a dumb question. I thought the same thing as well. Honestly they randomly just came available in Fall or Winter for me. All of a sudden he had new stock. I think it has to do with getting you rank up. Not sure, but as it raises, I get more and items unlocked. I don't know if that helped. Sorry I don't have a specific answer.
