Once Lulukoko reaches rank B, or you ship 200 tree fruit to Lulukoko then you can buy coconut seedlings. That or you can wait until the fruit festival in Lulukoko, save before exchanging fruits with everyone. That way if nobody gives you a coconut, reload your game and keep doing so until someone gives you a coconut. Use the seedmaker, and voila!
