I actually don't remember much from the Cooler films, but I always assumed that he was sub-Semiperfect Cell. Broly I think is around Perfect Cell level by the 2nd film (he got a Zenkai boost after the first film), but I'm not sure if he's Super Perfect Cell level. Even if he is, he can't regenerate from a single cell; I'd place Cell over Broly.
