Some people use it as a defense, because sometimes when they feel attacked in some sort of way they resort to bullying. Then there are some who bully, because it helps vent out their anger especially if they have anger issues or something is happening at home. An than you have the people who are just messing around, but they either take it to far, or the person just gets super sensitive.
