Building norende isn't mandetory, but it nets you some really nice weapons, armour, and special move options. The blessed shield for example lets the character use cura without using up MP (I think you get it from the lv 6 armoury). Helped me out a lot! The stuff you get from norende is some of the best equipment in the game, but without internet you'll get the equipment at a dead snail's pace.
