Thats no cheat, he simply has a physical cartridge and a downloaded version of the game. They both use separate save data hence the ability to submit two scores. Honestly, who cares if he has two scores up. If you can't get past his scores you don't deserve to be up there regardless. I have no doubt he earned his scores legit so get to work and submit a better one before he overruns you.
