Yeah, usually (difficult) Guild Quests at Lv 126+ or 136+ start giving those kind of charms. Rajang + (?) or Teostra are good sources of relics and charms. You can also do mono monster GQ, but dual monster GQs have much bigger rewards (Most elder dragons are mono GQ only though.)
