if you're indeed referring to the 2nd star in the trapeze course, just past the check-point to the right of a big wheel with piranha plants, there is a warp pipe, go in it, and you have to collect all the blue coins in the room before they disappear (3 rounds). if you succeed you'll get the 2nd star (the boomerang is very useful).
